The intersection of autonomous AI agents and stablecoin payments is producing a consequence that few policymakers have grappled with: the machine-to-machine economy is settling in dollars by default, and that structural preference may matter more than any human-facing CBDC or cross-border payment initiative currently in progress. When an AI agent pays for an API call, settles a compute invoice, or purchases a dataset, the transaction denominated in USDC or USDT moves through smart contracts in seconds — and the settlement currency is almost always dollar-backed.
The Mechanics of Dollar Default in Agent Commerce
AI agents do not hold bank accounts. They cannot open custody relationships with regulated depository institutions, they cannot pass KYC checks, and they cannot operate within the batch-settlement timelines of correspondent banking. What they can do is hold private keys — or, more commonly, delegate signing authority to wallet infrastructure built specifically for autonomous spending.
That wallet infrastructure, whether from Skyfire, MoonPay’s PayBox, or Coinbase’s Agent Payments kit, is overwhelmingly provisioned with dollar stablecoins. The reasons are practical rather than ideological. USDC and USDT have the deepest liquidity pools across every major chain, meaning an agent can pay for something on Base, Solana, or Ethereum without worrying about slippage or conversion costs. They maintain value stability during the seconds or minutes between quote and settlement, which matters when an agent is comparing prices across providers. And the smart-contract tooling around ERC-20 token transfers is mature, audited, and composable with the payment protocols — x402, payment channels, streaming protocols — that agents actually use.
The result is that agent commerce is becoming a dollar settlement network by architectural default, not by policy choice.
Why This Differs From Previous Digital Dollarization
Previous waves of dollar dependence — trade invoicing, reserve holdings, petrodollar recycling — operated through banking infrastructure that central banks could at least observe and, in theory, regulate. Agent-to-agent stablecoin payments operate on public blockchains where settlement is peer-to-peer, censorship-resistant, and largely invisible to the institutions that monitor cross-border capital flows.
A South Korean AI agent purchasing inference compute from a US-based GPU cluster does not route through KFTC or the Bank of Korea’s settlement systems. It signs a transaction that moves USDC from a wallet on Base to the provider’s address. The central bank sees nothing unless it operates a chain analytics dashboard. This is the specific concern now surfacing in ASEAN+3 policy circles: AI-driven payment flows could entrench dollar usage in the digital economy in ways that CBDCs and domestic stablecoin frameworks were designed to prevent.
The won-backed stablecoins that Korean regulators are now permitting will compete for agent settlement against USDC and USDT, but they start with a liquidity disadvantage that compounds with every transaction an agent executes.
The Liquidity Feedback Loop
Stablecoin dominance in agent commerce is self-reinforcing. More agents settling in USDC increases USDC velocity, which deepens liquidity pools on DEXs and payment rails, which reduces slippage for the next agent that needs to pay in USDC. Competitor stablecoins — whether yen-backed JPYSC from SBI, won-backed tokens from Korean banks, or euro-backed alternatives — face a cold-start problem where the initial lack of liquidity makes them more expensive for agents to use, which suppresses adoption, which prevents liquidity from building.
This is the same network effect that made the dollar the global reserve currency, compressed into a timeline of months rather than decades. The x402 payment standard, which is being piloted across 330,000 Korean merchant terminals via the KSNet-Solana Foundation partnership, defaults to stablecoin denomination. Coinbase’s agentic payment infrastructure on Base settles overwhelmingly in USDC. Skyfire’s agent wallets are funded primarily with USDC. The infrastructure layer has already chosen.
What to Watch
The critical question is whether non-dollar stablecoins can carve out agent-payment niches before the liquidity moat becomes impassable. SBI’s JPYSC launches in Q2 with Startale handling technical development — if it integrates x402 and targets domestic agent commerce, it could test whether a local-currency stablecoin can serve agents operating within a single jurisdiction’s compute and data markets. The Solana-KSNet pilot in Korea, which already bundles x402, will reveal whether merchants and their agent intermediaries gravitate toward dollar settlement even when a local-currency option exists.
The longer-term signal will be whether central banks treat agent-to-agent stablecoin settlement as a monetary sovereignty issue worth addressing, or whether the volumes remain small enough to ignore. Current agent payment activity is growing but still modest relative to total stablecoin transfer volume. That window is narrowing.
